Who is the youngest manga artist ever to be published?

Out of curiosity; I have always wondered who the youngest manga artist ever to be published was, and what their work might be called. Do any of you know? If not, perhaps bring up what the youngest manga artist you know of, and perhaps discuss what you feel about the stories younger artists have made. Do you feel that you look at their art more as how old they are, or do you judge their work on the same level as an experienced artist? When reading a manga done by a new manga artist, what do you focus on when you first pick up their work- The art, storyline, characters, (ect) – Or anything else of the sort?
I’m curious to see everyone’s views on this; and happily wish to discuss with anyone who might be willing to.

The youngest mangaka I know of would be Watase Yuu, who was first published when she was 19 (her first series was Pajama de Ojama). I believe this is fairly early, especially since many mangaka start out their careers as an assistant to another mangaka, something Watase did not.

I haven't seen Pajama de Ojama, however Fushigi Yuugi was published about three years later. I really do like Fushigi Yuugi, however I think it is really interesting to take an older work like that and put it up against something like Fushigi Yuugi: Genbu Kaiden, her most recent series, and see how vastly her art and story-telling skills have improved.

When it comes to young artists, they are at the beginning of their development as mangaka, but as long as they can tell a good story and keep me entertained, I'm happy to read it. There are sometimes you can tell something is a first manga, such as I found with W Juliet, but I hold them to the same standards as I would hold CLAMP's latest manga.

I personally tend to focus on characterization more than anything else, though having a well-thought out plot (yet contained...I don't read the really long series usually) is also pretty much a requirement.
