I really don't know why there's so many lolicon/shotacon manga being published nowadays, but I'm guessing it's because they're probably going to be seen as having arguable "artistic, literary, scientific or political (and I'd probably add governmental, judicial or religious) value", like the Lolita novel itself (and from what I've seen/read of what some infamous ones are about, they're nearly borderline the opposite). I somehow completely missed this series but this review has definitely peaked my interest since there's not enough age gap romance series in manga and I like that it's a young boy and older teen girl this time. Putting this on my list of manga I want to buy now.
