Plus, you couldn't tell that Index 3 would be bad from the PVs, so people should wait before saying that this is better animated.

uhmmmm...actually you kind of could; I'm specifically referring to the final official pv before the season released. That being said, the accelerator anime doesn't look all that good either; it's visuals are a step down from index 1 & 2 and especially railgun S, which remains the best any raildex anime has ever looked. Here's hoping railgun season 3 can surpass the visual quality of S because at this point it's looking like the raildex anime may just be losing a bit of its visual luster; which granted, wasn't amazing or anything but certainly was a cut above the average light novel schlock that gets pumped out by the industry. I'm hoping news on railgun 3 has been light because the staff on the series are doing their best under the guidance of Nagai Tatsuyuki to make this season stand out from the other currently-releasing raildex series.
