I just checked out the first chapter.

It was very different from Tokyo Ghoul. There was so much weirdness in it, but it was amazing! I couldn't stop reading!

It was hilarious this morning when it dropped with no leaks about it at all. It was a little time before we even learned what magazine it was running in.

Apparently Choujin X will be irregularly updated.
New chapters will come out according to Ishida Sui's own schedule and pacing.

Not surprised, considering how burnt out and depressed he was by the end of Tokyo Ghoul's serialization.

He was depressed by the ending he wrote? Well, that explains the change in tone.
