I just found out J. Grelle came out as a transwoman. They/She goes by Jessie James Grelle now. That said, I'm not sure why they wouldn't reprise their role here, my guess is that the is probably not so significant to them.

I guess that would depend on if any transitioning happened and affected their voice. If not, it wouldn't really matter to the performance.
My first guess with recasts in simuldubs is usually availability. An actor has to be around to record for 12 weeks, so there have been multiple instances where that couldn't happen because of prior commitments or moving away from the area.

The recasts here are very likely either due to scheduling/being busy with too many other projects, and/or said actors' own decisions. Considering the announcements made by the actors stepping in, there doesn't seem to be any awkwardness whatsoever.
And in Jessie's case, she just recently celebrated being on HRT for about two years and has reprised numerous male roles even up to just last season (Tokoyami in MHA, Canute in Vinland Saga, etc...), so I think the idea that she was suddenly replaced due to that is incredibly unlikely.

Well that's a piece of news that feels like getting hit by a freight train. Feels wrong that I found this out in the discussion thread for the dub cast of the Smartphone Isekai sequel of all things...

Not sure why you're shocked or disappointed, or misgendering her. Is it so hard to let people live their lives and just be respectful?

Cool, though it kind of takes the wind out of the sails to have two major characters recast right out of the bat, especially the MC.

Ite a shame Jessie isn't reprising her role as Touya. I liked her performance in season 1, but I do hope Bryson does a good job filling in. I'm just as curious as to why Felecia Angelle isn't back for this one, but I just hope this dub turns out well. The show was a guilty pleasure despite S1 not having a lot of substance in its story until the last few episodes.

Huh... I swear that years ago, like in the 00s, Grelle announced that they would be using a female name, I think maybe it was "Mina", going forward. But then nothing seemingly came of it and I forgot about it until now.

I forgot about the Mina that until you brought up it here. I suppose maybe with the Mina thing, Jessie may have identified as a guy again at the time. I say this because for X amount of time Jessie used he/him then her Twitter used they/them pronouns and now it is they/she.
