"We're focusing on a worldwide market." - So...an anime intro would harm it's potential on the worldwide market? Even though it's already got an anime aesthetic in the actual game?

Exactly what I was thinking. This is so bewildering.

Its not just the intro, there are not going to be any anime sequences at all. I think the real reason is the emphasis on customization. Having pre-made animated sequences in the story would break immersion for those looking to personalize the characters. So there will probably only be 3D rendered models that will retain whatever changes you make to them throughout the story.

Reads like a poor excuse for not shelling out for a fancy intro this time.
The story is the least interesting part of Code Vein, but "heavier than the previous one in terms of entrusting what the player can do to the world" sounds like it could be amusing (if perhaps simply suggesting it'll work more like Dark Souls this time).
First game is a very solid mid Souls knock off, with the occasional hiccup (that damned trip through White Castle...). Focusing more on customization sounds like they understand its strengths, I hope.

If you're putting the animated intro in the game when the game is already having an anime style in the first place which means you already established which kind of audience you're aiming for, that intro existence literally matters not for people to look up for the game (except if they not want to pay for worldwide release of licensed Japanese songs, obviously - but even now it's less of an excuse, while looking at the Yakuza 0 Director's Cut bringing the cut from worldwide release Japanese opening).

Yeah, that doesn't seem like a logical reason. The first game is frequently referred to as "anime Dark Souls," the in-game models are all very anime, and plenty of games that do just fine globally have anime scenes worked into them. Just ask Atlus if having anime scenes hurt them globally.
I suspect that it's more to do with costs. I'm still surprised that there even is a Code Vein 2 since it seemed like the first one did ok, but probably not well enough for a sequel, so I could see Bamco greenlighting it on a more restrictive budget.
