A character who should have been in the base game instead of Ronaldo and a DJ hardly anyone knew of.

Plus heck, Salvatore is at least a fun character to play, and it's not like the game itself gone to complete obscurity straight out the launch - no matter the roster.

Everyone always complains about rosters in fighting games. Case in point I'd rather have Blue Mary or Kula Diamond than Andy Bogard so Andy Bogard is taking up a slot from a character I want.

I didn't realize that they weren't making people pay for 'DLC' characters piecemeal.
That has been the biggest thing keeping me away from ever buying fighting games in recent years. May check this one out at some point. I did like the old KOF games.
Fatal Fury itself?
Well... I've beaten Garou: Mark of the Wolves a few times, which is basically nothing in FGC terms.

……But Kula isn’t a Fatal Fury Character though. Not to mention Andy is apart of the original trio of Fatal Fury characters unlike Mary.

They don’t make you pay for them piecemeal. You only pay for them piecemeal if you don’t want to buy the season passes which gives you all the characters in a set.

There's been non-Fatal Fury SNK characters in Fatal Fury before so it's probably okay. especially if we're getting non-SNK characters in general like the two real-life celebrities and Street Fighter guest characters.

True but the last time that happened with this series would’ve been with Ryo in Fatal Fury Special.
You also run the risk of getting carried away with this and repeating the thing that people have started to dislike Mortal Kombat for.

Kula doesn't exist in the "main" SNK universe, i.e. where everything except King of Fighters (& I guess Metal Slug, too) take place. Kula is a KOF original, and KOF takes place in its own separate universe due to the fact that the Fatal Fury & Art of Fighting characters shouldn't be anywhere near similar ages like they are in KOF, as the AoF games took place over a decade before most of the FF games, hence why Ryo is "Mr. Karate II" & noticeably older by the time of Buriki One, which takes place a few years before Mark of the Wolves (1999 vs. ~2005).
While this might sound silly to some, SNK has always been rather consistent when it comes to continuity with their fighting games ever since the 90s, hence why Mr. Big has a noticeably grey beard for City of the Wolves, and why Geese is still dead as well, while Geese is alive & well in KOF XV. It's also why Nakoruru was part of "Team Another World" in KOF XIV, implying that she's the "main" SNK universe Nakoruru in that game, same as Haohmaru, Darli, & even Mizuki in KOF XV. It's something that I've always respected about SNK, and it's allowed many of its various series to feel like parts of a large, overall world, one with its own history.
Now, sure, DLC characters could certainly change things up in the future, but I have a feeling that SNK will try to keep characters that get added to CotW from messing with the "main" SNK universe timeline, at least in any major fashion.
