This isn’t anything new.
Season Passes which feature DLC will be announced months before the game releases has been a thing for years.

It might not be anything new, but it is the kind of thing that makes me wait to get a game since I would rather play the full game than come back to it later. That tends to mean either getting the base game at enough of a discount to offset the DLC, or getting some GOTY version the next year that has everything.

Season passes generally were the promise of DLC not advertisements for DLC itself. When I bought Fallout 4 back in the day and got the season pass with it we didn't know what was in it all at the time. It took like 3-4 months to even get an announcement for Far Harbor.
But yes there has been day 1 DLC, or on-disc DLC before though where they sell you the code to unlock it. Just because it's been around does not make this any less bad. For stuff like this it feels worse because it's clearly already in development or near completion if it's not even done already so why not just include it in the game at launch?

Say what you will about horse armor, I think that the real turning point was Prince of Persia 2008 having its actual ending be DLC.
