Even in that scene in the first episode where she's treated as such by Prince Renato, the role she takes on isn't that of a villainess, but rather that of a defender of her friend Aida.
I think you’re placing this anime in a subgenre to which it doesn’t belong. It’s just a fantasy story, set in a fictional European country in the late 19th century (with a lovable and wacky main character) which (ocasionally) follows some typical Japanese customs as if they were international (to me, that’s a bit of a joke, though it’s not clear if it’s intentional): I’m thinking of episode 8, at the street festival with typically Japanese attractions: catching fish, eating fried octopus. And I was actually expecting the scene to end with the Japanese typical fireworks...
