Mine top three is FUNImation,Geneon,and Viz because of excellent translations from the source materail,spot-on voice acting,and great dubs. My final verdict is Geneon: A: with triple A titles like Paranoid Agent,Samarai Champloo,FLCL. Its gets its grade rather easily. Also,the kicker is you can get a DVD or box set at reasonable cost which is a plus. FUNImation:B-: With titles like FMA its deserve a higher grade. But I doting it a letter grade because of milking DBZ for far to long. Viz:B:Its has the rights to Naruto and Bleach. Enough said.

I think a better title for this thread should be dubbing studios, since the companies who license the dubs give them to different studios. Here are my choices.
Disney -- This is an obvious one. Say what you will about them, but they have done a splendid job dubbing Ghibli's movies into English, beginning with Kiki's Delivery Service, Princess Mononoke, and Castle in the Sky courtesy of Jack Fletcher and co. to John Lasseter and Pixar with Spirited Away, Nausicaa, and Totoro onward. All have excellent dubs--some of the vocal choices are a little odd, but there are memorable performances to be heard overall.
AniMaze -- These guys seem to be consistent with churning out top-quality dubs. (Companies: Manga, Pioneer)
Headline Sound & NYAV Post -- Today these are the top dubbing studios in New York. Forget 4-Kids, these two churn out great work. Don't believe me? Listen to Kare Kano, Jungle Emperor Leo, Genshiken, Gokudo, and Two Heart. Those dubs are great. Lodoss TV is a bit weak--especially in comparison to its more polished OVA counterpart, but it does have some fine performances. (Companies: Media Blasters, The RightStuf, CPM)
Monster Island -- It's a shame that these Austin folks are not with us anymore. There were some dubs that weren't so hot (Samurai X), but there were others which were excellent (Nadia, my personal favorite, as well as Devil Lady, Steam Detectives, and Jing). (Company: ADV)
FuniMation earned my respect with their top-notch work on Fullmetal Alchemist.
That's about all I can think of for right now.

A very good point and suggestion.
For me I'll simply list Ocean Studio for now. They, in my opinion, have done some of the best quality dubs in recent memory. The lip flap is minimal and the voices flow well with the respective characters. They sound appropriate to the character the person is cast as. While not perfect Ocean does an exception job and would rate 8 out of 10, works on average from them, as above average or great in terms of the dub quality.

I'm partial to:
Bang Zoom Entertainment: They've done exceptional work on a number of my favorite series such as Fate/Stay Night, Gankutsuou, Last Exile, Planetes, Scryed, Tsukihime, and Witch Hunter Robin to name a few. They're usually well acted and have a number of talented people.
Funimation's studio (Fullmetal Alchemist, Gunslinger Girl, Yu Yu Hakusho) and New Generation Entertainment (Haibane Renmei, Ergo Proxy, ROD TV) also produce a ton of quality work as well. New Gen would be my favorite if they did more stuff but sadly they have a fairly short list of credits.
ADV Studios work is kind of skitzophrenic. There are some I think sound great and then still others that aren't so hot. Elfen Lied, Noir, Madlax, the Full Metal Panic series, and recently Le Chevalier D'Eon are some of their best works in my opinion.
There are a number of others but those are the ones that I've bothered to remember.
