While I don't know well this will go for Kadokawa and content creators, good luck. To me, this has lots of potential. Being able to use clips within specific parameters and not necessarily worry about DMCA-type warnings? May this method prosper.

Honestly? So long as Kadokawa has the patience to respect their own rules (and time will tell whether or not they do), this seems like a good thing. Pretty much for as long as YouTube has existed, there's been a storied conflict between anime YouTubers and anime publishers, and a big part of the conflict stems from the ambiguous and oftentimes seemingly-arbitrary nature of the latter's rationale when deciding what they do and don't take down on the grounds of copyright infringement.

Most people who review/analyze anime on YouTube aren't using their videos as some sort of convoluted piracy vehicle -- they're just trying to talk about anime, because they like anime. I believe that if you give them a clear set of rules, they will follow them. From there, the ball will be in Kadokawa's court. I hope they don't drop it.
