Hopefully the OVA doesn't fail again. For manga readers the first OVA was decent, but to newcomers, it is a complete turnoff since the viewer is expected to know the back story beforehand. Not to mention that the OVA skipped around a lot.

Well, the OAD was intended purely for manga readers (it was a bonus pack-in for the latest volume, after all. Those who buy it have are obviously collecting the series already), so I don't think the direction was particularly surprising. With these types of projects, I don't think it makes much sense to retell the story from the beginning, unless there's a good chance that a full length series (with a proper budget) might be possible.

I am sort of confused. Are they going to be making a WHOLE anime to this, or just one simple OVA like the last one? :/

It's actually less new material than the last one. According to Comic Natalie, the February anime DVD will contain the two previously released anime episodes with a new opening animation sequence.
