Old news is old....
Why does Japan bother with arresting SMALL FISH, this won't stop anything, nor will it deter others from doing it.

When a kid steals from a candy store, he gets punished. Even if it doesn't stop other kids from stealing. Even if he's not the boss of the local gang of thieves. The little thief still broke the law. And whether you're big or small, crimes against your fellow citizens entail punishment.
Same logic here. Small fish is still fish, small fries still get fried. Any wondering why Japan bothers to stop small-time piracy is akin to wondering why U.S. law enforcement bothers itself with petty theft.

28,000 files doesn't seem like a lot, but if you think about it in terms of anime, that's a lot of episodes.

The article lists, "animated and comic titles." I wouldn't be surprised if that 28,000 figure was counting each page of manga as a separate file. I assume that single files copied multiple times are also bloating the number. Still, one very busy bee.

Who uploads a single page of manga per file? Those uploads get nuked.
