Easy answer, it's fan service. Anime/Manga is FANTASY. So since it's fantasy why would you draw or animate an ugly chick? Not trying to be insensitive, just honest. While not every man out there enjoys this the majority do. Big boobs and hot chicks sell. It's as simple as that. Personally, I don't care for huge tits and super slim wastes. I prefer women with a real figure and not skin and bones with honeydew melons below her neck.

Trust me I know  I was the sole reason my Suncoast even started carrying hentai. All those special orders I put in. Moonlight Lady is actually very nice I thought, so was End of Summer. Ah memories.

Just like psycho 101 said it is because it sells. Its not like a women who is flat can't be beautiful but when you are God in a way you are going to make a character everyone will like. Sort of like how in many of our shows the husband is stupid and the wife has to take over most of the parenting and treat her husband like one of her children, people find it funny.
