Can "Majo to Dinner" also translate to "Dinner with a Witch"? I know "to" often means "and", but I've seen instances where it's translated as "with".

Yep: "tomodachi to" = with friends
Japanese is very context-specific and in Titles/Headlines this context is often missing, which is sometimes used to create puns.
On topic: I'm happy that RT will draw another potentially wacky short story, since I thought her current work "RIN NE" was a bit bland. It just didn't captivate me like her older stories, but maybe I'll try reading it again some day.
