I've been hearing a lot of opposing views on what makes a good anime. I know some people that are only into stories with a lot of complex character development, while others are into more action oriented plots; and still, there are other people who like nothing but good ol' fashion bare skin(fan service, baby!).
So, what elements do you think are most important in creating a good anime, and a good plot/story?

1. First thing that captures our attention in an anime is the chara design.
We observe how the character is drawn. Is he handsome/she pretty, how is she/he built etc.
So one of the important things in an anime is to have characters deeveloped in an ORIGINAL style that will hold our attention. Its important so the character look Unique
A good example can be Saishuheiki Kanojo. It sure had a orignal chara desing wich certainly captured my attention
2. The other thing could be the colorisation and background. A good example could be Scrapped Princess. Sure is colorfull with beautiful backgrounds but also Vamire Hunter D: Bloodlust is set in beautiful sceneries.
3. The MUSIC!
Well this could be a topic itself. But lets just say that the music is essential for an aniemto be good (or is it just me? ). Theme music, background music etc. It dynamises the action. Makes the anime more enjoyable. Well you all know that An anime with very good music could be Dear Boys or Evangelion. Also Cowboy Bebop.
4. The plot
Well I guess its hard nowadays for a totally original plot never seen anywhere again. To be honest I find many anime to be selling the same thing just in different packages. But its not a bad thing. The package itself matter now
For a title to distinquish itself today it has to be captivating! it has to be NEW! (or at least seem new).
Evangelion showed a new kind of anime.
All this things make up for a good anime - well, at least thats what I think

The music is the most important thing, for me, then the animation and plot.
Music can make a lame show entertaining. Plus, since I don't download music anymore, and buying soundtracks is a low priority, if the music is real good then, I'll play the show, episode, scene, over and over and over again. But, I was in band from 5th-12th grade so I'm kinda partial to music.
The animation on lots of shows is good enough for me. It's rare when it stands out and plot, well, like Arkard said it's hard to be completely original nowadays.

1) The story, not so much that it has to be original, just that it has to be told WELL. Gundam SEED, for example, is basically just revisiting the classic Gundam formula all over again, but because it's still very well done, I enjoy it immensely.
2) Cast & character development. I can't get into a show if I don't like at least half the cast, especially with shows that are very character-driven (Fruits Basket, for example; I can overlook the annoyingness of Momiji & Hiro because I'm captivated by everyone else). The characters also have to be well-developed, too, otherwise I just don't find much interest in them. Even the minor characters have to be developed to a degree (look at the Juppongatana in Kenshin, especially Soujiro & Anji; minor characters, but very interesting ones that end up adding a LOT to the Kyoto Arc even though they're basically just Shishio's henchmen).
3) Design, and by design I mean characters, inanimate objects, sets, backgrounds, etc. Even if it doesn't animate well, it has to look good (Ayashi no Ceres & later episodes of Trigun, for example, don't have the greatest animation in the world, but the way everything looks--plus story, characters, & music of course--make up for that). It also has to reflect the overall mood of the series; if you had cutesy Bottle Fairy designs used for the Hellsing cast & vice-versa, it would just look a bit off (though that does works for brief moments of comedy).
4) Music. A good soundtrack can contribute a hell of a lot to an anime, just look at Cowboy Bebop, FLCL, Noir, or Rurouni Kenshin: Tsuioku-Hen for some great examples. It has to reflect the mood of the anime, establish emotion, and just generally sound good.
5) Animation. I'm not saying it has to be Disney/Pixar quality, it just has to work. As long as fight scenes don't look like 50 loops of a 2-second animation (as in just about EVERY DBZ fight), and as long as the frames per second aren't so low I can count them on one hand, it's fine. Of course, that's not to say that outstanding animation isn't appreciated...the smoother everything is, the better it looks, thus the more appealing it can be (FLCL, for example, I was floored by their "bullet-time CPR" effect).

I think you will never find an exact anwser to that question it depends what you like but i think it has to be the animation and the story plot.

I always thought a good anime had Mecha, Martial Arts, Martial Arts in Mecha, fanservice, and BFGs.
That or a plot and/or character analysis that is interesting, along with designs that match the mood. But, above all, a good anime demands a good script. The medium is reflective of the script and depends on it more than even the VA's imho.

For me, the most important factor is art in general and character design in particular, which is why I have a hard time getting behind Leiji Matsumoto [THE MAN SPEAKS HERESY!!!] and Peter Chung.
After that, I like believable, fleshed-out characters, good music and an interesting storyline. Take care of the big things, and the little things will take care of themselves.

It is, indeed, a matter of personal taste.
My main reason for starting this topic is because whenever I talk to people, or read reviews of anime series, the reviewer sometimes points out the fact that a certain anime doesn't have enough character development, or an involving plot line etc, etc.
Sometimes, a good plot with lots of depth and well-rounded characters is very interesting to watch, such as Rurouni Kenshin or Perfect Blue. While, in other instances, I don't give a damn about a complex plot or character depth--I just like the action of DBZ or YYH; the graphic violence of Fist of the North Star; and the shameless fan service of Love Hina or Lupin III(come on now, I can't be the only one here who thinks Fujiko is hot--however vastly disproportioned).
Music is really big as well. I couldn't understand what the hell was going on in FLCL, but I continued to watch because the track hooked me.
Like I said earlier, it's all personal taste. But, I don't think it's necessary to feel like every anime has to be very deep at all. Every now and then I like a little mindless action, and at other times, I may look for something that can challenge me mentally.

A great plot,Comedy humor every now and then and a little something that makes you want to watch the next episode.Definently not a repeating storyline etc

i think what makes a good anime is its brightness colors are very captivating yet many animes seem to be very dull like lately (my oppinion) it also needs to be very artistic because i draw animes (hope to make it big 1 day seriously) and the difficult characters and other life forms are the ones that are the most captivating tome the only music i like from a anime is (yu yu hakusho)I LOVE THE MUSIC lol

I find that just about any type of anime can be good. It really just depends on the audience that’s watching it and everyone's personal taste. But what really tends to draw me into an anime is whether it's funny or not. True, the quality of the music and art tend to be a major factor in good animes (they helped make FLCL one of my favorites ), but the story line is usually what can make or break any anime.
As was said earlier, the voices can also affect how good an anime is. To this day I cannot stand the English voices of Ranma, nor can I stand the Japanese voices of Tenchi Muyo. If I heard those versions when I first saw those animes, I might not have watched too much of them. But now, regardless of the voices I would still watch them because I know the rest of the anime is really quite good. Although if every anime sounded like the Chipmunks (shudders) that might be the end of all anime regardless of how good it is.
Besides badly voiced anime, I find that I tend to stay away from depressing animes because... well... they make me depressed. Evangelion drew me in during the beginning when there were more interesting and funny parts, but as it turned into nothing but a giant blob of psychological depression, I really turned away from it. I watched it all the way through, I admit that it's not too bad, but I will probably never watch it again. Or at least not as long as I have Ranma, Jungle Guu, and other great comedies.

what makes it good for me...
1. good plot
2. good animation
3. MUSIC! it sets the whole atmosphere for an episode or series
4. voice acting (please no more minmei!) and in depth character development that can make you actually feel for the character... Eva, Trigun, Armitage for example
