It looks scary. °_°
Maybe it's just me, anyway its other form looks loosely inspired to classic Sonic style, while this form to the main antagonist of the NiGHTS games (as for the Sonic ones, those too were made by Sonic Team).

Psychic and Dark, eh? Sounds like a worse type combination than Psychic and Ghost. Psychic and Dark together gets a x2 weakness to Fairy, a x4 weakness to Bug, an immunity to Psychic, and no resistances whatsoever (and is notably the only type combination with the available 18 types to have no resistances).
Psychic and Ghost, then again, gets two x4 weaknesses (Ghost and Dark), x0.5 resistance to Poison and Psychic, and an immunity to Normal and Fighting. Having two double-weaknesses tends to spell doom for a Pokémon in battle, as can be seen with anything that's Rock/Ground, Rock/Steel, or Bug/Grass, as it means they can get one-hit KOed pretty easily. It says something when the Steel/Rock Aggron loses its Rock-type when it Mega Evolves. (Woe to whatever future Pokémon gets the Ice/Steel combination.)
Even then, Ghost is a really, really good type to use, and I think this is the first time a Pokémon has two double-weaknesses AND two immunities.
I know Hoopa's moveset is based around being crafty though, so even regular Hoopa should be able to get some mileage. Unbound Hoopa is a monster though.
Hoopa is the 6th-generation event Pokémon I've been the most looking forward to. I hope they make plushes of it.

Yeah was kinda disappointed to see the re-typing myself. Having no resistances and lackluster speed didn't do much for Malamar. Speaking of speed, it's kind of in a no-man's land of speed-tiers (not fast enough to outspeed much nor slow enough to be an ideal trick room ace). Shame it doesn't get agility, or an ability it can use. Only time Magican will come into play is after getting slapped with a Knock Off

Magician can be used if the Pokémon never had a hold item coming into the battle in the first place. It's very, very hard to use though, but if you have very good prediction, you can cripple an opponent's Pokémon while benefiting the Magician user. It's rather limiting on Hoopa (Delphox won't be doing many contact moves anyway, and Klefki NEEDS Prankster to function), as it's Hoopa's only Ability, and hence savvy players will know Hoopa has Magician. On the other hand, the more Pokémon out in play at once per player, the more choices you have to take items from, and then Hoopa can proceed to take items, consume them, and take another.
Magician is also less useful against less skilled opponents (like with Taunt or Encore), as they tend to have a lot of Pokémon who don't have hold items either, whereas an experienced player tends to make hold items their lifeline.
(My schtick with Pokémon battling is that I prefer to use unconventional tactics, and in order to do that, I have to not only predict very well, but I have to look into absolutely anything and everything.)
