Hello, everyone! I'm sorry that this one is going to be a long one...but I'm in desperate need of help and information. I'm a (public) librarian and I run a very small anime club that, quite frankly, is not doing very well. I used to have it every week, but have had to bump it down to twice a month due to people just not coming (except a few regular kids who just come to come and don't really like anime) and because I'm terrified I'm going to run out of things to show legally...My boss also wants me to essentially to hold a convention (on a small scale) in the future, so I have to get this information down somehow.

Because I work in a public library, we have a lot more rules to follow than an individual just watching anime with a group of friends at home. To play a certain anime/movie, we have to have a license to show it to the public. Then once you have those, there are more stipulations that can apply. I'm also limited by what I can show ratings wise. So, I can only show anime that have a rating of TV-14 or lower, depending on the content. There also happen to be issues because my library obviously doesn't own as much anime as I would like and would have to either buy said anime or get it from another library. (This can be difficult if you don't know whether kids will actually like an anime or not.)

I currently have two licensing companies to work with, so you would think things would be dandy...Definitely not. I have the MPLC and Swank (I'll list the websites down below.) Most of the anime for the Swank company are Single Event Licenses that often cost extra and come with extremely stringent timelines and contracts, etc.

For the MPLC, I have much more room, but I'm getting tripped up by the distribution companies and production companies. For us, we need to look at theatrical and or distribution licenses for the USA. (Which you can find on IMDB.) If those companies are on the list the company provides, we have an umbrella license for it and show it with no extra problems and we can show it whenever we like. My problem is that, in many cases, I don't have the USA (English dub) distributor on my license, but the Japanese production company. So, for example, I have the Toei production company under my MPLC license, but I do not have FUNimation. What am I allowed to play? The English dub? The Japanese dub? Nothing at all? It's all quite confusing. And it doesn't help that the Japanese laws are different from the laws in the USA.

As you can see, I have a lot of questions here and many more that I still did not mention in this post...If anyone can give me any kind of resource, link, advice, etc. I would be more than happy to take it. None of the people I work with can help me find out these questions so I have nowhere else to really turn...Especially considering the anime we're watching right now is in the grey area on this topic. I tried a librarian group on Facebook, and was only told to get an anime club subscription with Crunchyroll. I did do so, but never got a response and it's been quite a long time. With my anime club being every two weeks, I need results fast.

I recall some users mentioning that they're (academic) librarians, so perhaps someone can provide more detailed help. Your post was very interesting to read, since I know little about how libraries and copyright work.

If licensing anime titles for public viewing is still an issue, email the anime companies (Funimation, Rightstuf via Nozomi Entertainment, Viz Media, Sentai Filmworks, GKids, etc.) for more information. Send a follow-up email to Crunchyroll if they've yet to respond.

If hardly anyone is showing up for the anime club, more promotion could work. School or community center outreach, so they bring friends. A special section or display for anime and manga with signs and flyers for the club. If someone checks out anime and manga or asks about them, maybe mention the anime club and hand the person a flyer. Figure out how well-known and well-received anime is with library patrons, their tastes and preferences, and general demographic of those who show up. Anime fans seem to skew toward teens and young adults. There may not be many people who are interested in simply attending library screenings. I don't know what the anime club offers, but definitely provide other Japanese related activities such as games, art, and food to garner interest. Holding a small-scale convention is a whole 'nother can of worms to think about after the club has a welcoming, enthusiastic community.
