Oops somebody messed up the article. Satomi Arai (A Certain Magical Index's Kotomi Shirai, Re:Zero's Beatrice) it is Shirai Kuroko.

The manga is really fun (at least the first couple of volumes that I read), with some luck this is going to be the fluffy bizarro comedy of the season.
