The three characters at the top (Rei Ayanami, Usagi, and Hatsune Miku) are easy, but who is Vippy cosplaying as along the bottom of the image?
The one on the far right makes me think of someone from Patlabor, but I really have no idea.

Totally Amuro on the left (that's a signature 0079 uniform) and Ryotsu from Kochikame (the combination of police uniform and getas) on the right. Not sure about center bottom though, too typical Taisho era lady clothes (Haikara-san?).
