Why are some of the Shin-chan Indian movie titles officially in English (such as Shinchan in Very Very Tasty Tasty and Shinchan Movie: The Golden Sword), while others are in Hindi (such as Shinchan Masala Story)?

All Shinchan movies and episodes that are aired in India are dubbed specifically for India. So, a lot of the content is changed during the dubbing process to make Shinchan child-friendly by Indian standards. One has to keep in mind that Shinchan had been banned in India at one point because of complaints by concerned parents. Taking that into consideration, some of the English titles are appropriate while others have to be changed to suit the adaptation.
That being said, most of the content for Doraemon is a direct translation with some of the content changed for localization purposes. So, if titles are changed to Hindi, it's more of a marketing move so that it's easier for Indian children to grasp.
