So, Tanya's idea of defeating Russia is to pretend they are for the people, so they split into two groups that are either Communists or "democracy"?

I am absolutely for that side of things, but I do know that real world Germany split into the East and West with different ideologies. Does this maybe have any parallels to that?

Not quite. The Federation of Tanya's world is much like the real USSR was. It was made up of a lot of different ethnic groups and nationalities. Tanya's insight - once she realized that anti-communist propaganda would be ineffective since Federation troops weren't fighting for communism - was to try and drive a wedge between those different nationalities and the Communist Party. Ergo promising self-government (not necessarily democracy) to those various nationalities in areas under the Empire's occupation so that they'd cease their partisan activity.

You also have to remember that Germany split into East and West not because the German people wanted it, it was due to how Germany was split by the Allied Forces after the war with England, France, and the USA occupying what would become West Germany and the Soviet Union occupying the future East Germany. After the end of the occupation, East and West Germany adopted the ideologies of the countries that occupied them.

Episode 14: Salamander Combat Team

Summary:

Zettour and Rudersdorf drink together at a bar. Rudersdorf reminisces over the past while presenting to Zettour the rare music record he found. Back on the eastern front, Tanya's unit struggles to hold ground against partisans who keep disrupting her logistics. She realizes the interrogations of the partisans by her team have resulted in vague, unactionable information. Using Visha, who is fluent in the primary language of the Federation, Tanya holds another interrogation. It becomes apparent that the partisans do not care about communism in the slightest. The interrogated partisan calls the imperial soldiers idiots and remarks that everyone loves their own homeland. Realizing their grave error, Tanya heads back to high command to inform Zettour that they are not fighting communists but ethnonationalists.

The duo engineer a new plan where they will weaponize the ethnic minority regions of The Federation against the communists who rule the nation. Zettour gives an impassioned speech to the delegates of the regions The Empire has conquered and tells them he wants to be friends. All conquered territories will be administered by locals provided they side with The Empire against The Federation. Back at Moskva, Loria is horrified that the enemy of the world has made friends.

S2 E3:

It really feels like the end of the series will be the Empire proudly proclaiming that they have won their war against everyone while the whole world is nothing but a pile of rubble. The way things are going the number of enemies will only increase while not a single ally will be left before long.

So, Tanya tried to show that she is represents reasonable soldiers that will follow orders and so logically will back down if peace is agreed to. And accidentally made herself look like fanatically following order that are hitched to a command that is starting to buy into the hype that they are going to gloriously get out of more by "winning" the war. Plus even her own soldiers are falling to emotional wishes to feel like the war is worth more than reaching prewar peace.

Pretty much everyone is falling into the sunk cost fallacy of the war. Or at least the empire is. I almost wonder if there is a point Tanya will cut her losses with the Empire, and jump ship from a losing side. Which would make her look like that guy from Inglourious Basterds.
