First off i was reading volume's 14-16 and noticed one thing with Kū Fei most of her dialogue sounded a bit off to me like "setsuna ask me to take care of you" I've seen a lot of that in it so was it just translator error or is that the way she speaks?
and also whats up with the girls all having mainly cat ears? |

IIRC, she's Chinese and since it's set in Japan, they translate her dialogue as broken English. |

Like Braves said, it's an indication of a speech affectation she displays in the Japanese dialogue because she's Chinese and somewhat stupid. Chao, who is also Chinese, doesn't do this because she's a genius.
On the cat ears, you're going to have to be a little more specific. While there are a number of times when the girls where kitty ears, these are generally reserved for special occasions like the Mahorafest. Or did I misunderstand that question? |

Yeah, I think that's just because it's during the Mahorafest, so they're having fun dressing up in costumes, since they don't normally get to do so.
