It looks like Japan's only had a volume or two a year, with vol.17 out next month, and TP has 15 just released, so I'm guessing it's mostly that they're matching the japanese release pace now that they've mostly caught up to Japan, and can't schedule anything until the new book's been released in Japan.
Once you factor in solicting the book to bookstores [who are pretty specific about release dates, and schedule a year or so in advance, unlike comics shop's 2 months advance], getting the proper mateirals, translating and production, it adds a bit more time.
So it seems things are pretty much on schedule, and we'll probably see 16 and 17 scheduled once they have a better idea of when 18'll be out in Japan, and when they can best sell it to retailers.
