...I thought Sailor Moon was 18 volumes. Did they just compact these or something?

I can understand rushed endings in anime, but rushed endings for a manga?

That was the original print run. Kodansha USA is using the special edition rerelease from Japan which is 12 volumes for the main story and two volumes for the side-stories
