By the current definition, yes
It might well be simultaneous with one broadcast or other in Japan, just not the first - they don't get it at the same time in every region there (hence that article about people going on a road trip to watch Madoka).

In this case yes, as others have pointed out already. As an aside point it's also the same as everyone else is getting worldwide - USA and Australia too .

Glad you picked this one up Andrew!
I've been looking forward to C since watching the PV for it, so I'm certainly glad I have the legal option to watch it now.
