I'm sorry for asking this but what do you guys mean when you guys say is this anime licensed, O_o is there something I should know about it.

It means that a company (usually American) bought the rights to bring it out here

As a warning though, just because it's licensed doesn't mean that it's been released yet. There's translating it, dubbing it, making the DVD's, and sales issues.
