Why is it we can see the original Openings and Endings of the Anime on DVDs, but they're nearly non-existant when the show is broadcast on TV?

I never said it was butchered. I know about factors like time, content, language appeal, and license. However, I'm wondering how they managed to get it onto the DVD when it's not aired on TV.

Japan's half hour blocks generally run with 1-2 minutes less commercials than North American half hour blocks. The first thing to go to keep a consistant amount of advertising is usually an OP or ED, or both.

So are you saying that the company that gets a series may have been able to acquire the licenses for the songs, but due to time constraints, they cannot be shown?

Yes. That is the situation in the great majority of cases.
