Creating the Takarazuka Revue in 1913 was actually part of the plan to develop all the (then) empty land between Takarazuka and Osaka with new housing--it was, in effect, the first modern housing development in the entire country. It was so successful that Tokyu Corporation in the Tokyo area did something similar--though minus the entertainment venue!--to build new housing southwest of Tokyo after World War II.
