Seems everything's using Unreal Engine, Epic Games must be earning more out of that licensing than their own games.

Definitely, engine licensing can be more lucrative than selling games. They're competing with Unity and Crytek, but Unity is the only other company that has made some Japanese inroads. Epic decided to also focus on the Japanese market and operated in Japan since 2010, hence a variety of games like Guilty Gear Xrd using UE3:

One example of improvement is Epic, which opened an office in Tokyo last April with the goal of increasing the use of the Unreal Engine in Japanese studios. Prior to their arrival, there had been very little Japanese language or native support staff available for middleware or development APIs, including the Unreal Engine, which leads companies to build their own. With today's technology and economic conditions, the appeal of quality, cost-saving middleware is strong, but the barriers to entry on many engines from the West remain high. Epic began the venture by celebrating with an event titled "Great Humility" as a way to show Japanese developers that Epic was there to cooperate with them by offering stronger intercompany ties and experienced, bilingual Japanese staff to provide support and translations of the expansive and largely English-language documentation.

It used to be pretty expensive, but with competition and courting indie developers, the prices have gone way done and anyone can jump in, with different licensing plans, the cheapest being a really cheap subscription model (monthy: $19 for UE, $10 for Crytek) with royalties (or more expensive without royalties; as well as custom plans)
