Given the name of the game is Resident Evil and not Biohazard (the Japanese name for the series), can I assume that the stated release window is for N. America/Europe?

This is complete and utter bull. This sub series started on the 3DS. Why isn't there a realise on that?

Yes, I think this mean it's coming to North America and Europe.

Because Nintendo has been snubbing their 3rd party support including Capcom, notice the Resident Evil 1 HD remake doesn't have a Wii U port.
