Why are these promotional campaigns for public transportation necessary anyways? Don't most people already use the subway daily? Or is it that a lot of kids ride their bike to school?

^The Kyoto subway is kind of inefficient, it only has two lines so it doesn't cover even half of the city. Buses are super slow, but are more likely to get you to your destination, school kids are more likely to have a bus that can take them to school than a subway station nearby. Which is not to say people don't use the subway or that the subway absolutely needs to have this campaign to draw in users -it gets pretty crowded in the Shijo/downtown area-, but as far as i could tell, people use buses more because they have bigger coverage
