As a sport fs was already crazy popular in Japan, shows and competition tickets are very hard to get because is so popular, I will say that YOI capitalized on this more thatn the other way around.
Mao Asada was the most popular sport woman in Japan, last week when she announced her retirement from the sport it made first page news in the entire country news papers.

YoI is insanely popular though. Like the most popular anime of 2016- and if you actually read the article a lot of the descriptions obviously take inspiration from Yuri on Ice. ("A boy who wants to perform as a girl" is literally the plot of two different characters in YoI.) So its not exactly far fetched to say a manga is taking inspiration lol.
