Is the agency name a reference to Commodore Perry? I find that a little odd, given the symbolism of that time period, but there might be some more more modern cultural factors at play that I might not be aware of. Or a coincidence? I hope I'm not the only one scratching my head or over-thinking things here.

I would not doubt that it would be a reference to that at all.
"KuroFune", other than the Dream Festival unit, it essentially means "Black Ship". |
