It's already been revealed how Adol gets into the situation: He's arrested by the Romun Empire under suspicion of being involved in the sudden disappearance of an entire Romun fleet in the ocean, which relates to the story of Ys VI. He then gets help escaping from prison before winding up in the place where IX's story takes place, which also would explain why Adol now has blue hair, instead of his iconic red (it's to prevent him from getting easily caught again).
