Was anybody who read volume 44 able to see it? I've tried taking a picture of it with my camera but it comes out too blurry for me to post it as proof. I'll try and find another camera or something in the meantime. Anyway I think that this is something and it looks like Oda Eiichiro has really gained some respect to have a character such as Ryotsu make a cameo for his manga series.

Actually, that was a Jump wide thing. For whatever issue that chapter ran in was Kochikame's 30th anniversary, and Ryotsu made a cameo in every series somewhere. I don't remember where he was in some of them, but I think it was Gintama, Ryotsu was a prominent character in that chapter.
