Why does the NYT list always have much fewer manga on the list than Bookscan?

Bookscan seems to exclude Scholastic titles from its rankings, and that publisher accounts for such a significant portion of US graphic novel sales each month that sometimes even Marvel doesn't crack the NYT top 15.
