It's also worth noting that one of the things mentioned was some kind of FPS game in the works at a European studio. It's too early to know for sure, but the terms thrown around in the announcement all sound like Sega wants to try its hand at a live service of some sort.

have they gotten better?

I remember PSO2: NGS NA servers were azure based and there was serious latency issues.

They're already doing it with Phantasy Star Online, so it makes sense to expand the collaboration

And this isn't the first time games are being planned for the cloud:
