And I guess no Xbox One version because unlike the PS4, it was never really marketable in Japan, despite coming to the Series S/X?

Sadly, yeah, though I'm guessing the reason they're putting it on the Xbox Series consoles is to take advantage of the console hardware. I mean, yeah, the Samurai Showdown remake is on X1 at least (with a free "Series" upgrade), but yeah, on the X1, the load times during the game's single player "Story" mode, takes quite a while to load. But not much of a problem with shorter load times on the Series version and 120 FPS. (Considering both SamSho and KOF XV are running on Unreal Engine 4.)
But yeah, the Series consoles are doing numbers worldwide, espeically JP, so its better to have a version not constrained by hardware. Though at least there's a Win10 version, hopefully you can cross-play against "Series" console users.

I have a Xbox One X and I have Samurai Shodown for it. I have yet to actually play it though. No idea if the load times are really bad on the One X compared to the original model. I have no plans to buy a Series X until Microsoft inevitably releases the next iteration of the console. My One X is still in excellent condition and I mainly use it as a multimedia machine anyways.
