At the bottom, I believe they are. The largest characters on the center of the cover are from a manga called キング様のいちばん星 or King-sama no ichibanboshi, though.

Those are all stories in this issue, and in fact I think only one name matches up with the article.

That's a lot of new titles at once, which is nice. I hope they'll have even more new names/creators soon though.
