Based on publicly available information, likely no.
But she claims she will be "challenging" the Russian dialogue in the film, suggesting she will be trained by a Russian speaker to sound as fluent as possible.
Previous non-Japanese dialogue were delivered by either English-speakers (both native and non-native), bilingual speakers or on-site trained original VAs in Detective Conan films. So it could go a few ways.

Some Russian lines were spoken in Movie 3: Last Wizard of the century. So it makes it the second time the language is used in the Detective Conan franchise.
Also, according to the article the Screening of Movie 24:The Scarlet Bullet was done but in the AnimeNYC screening of Movie 24 was cancelled and many fans were disappointed. Hope Movie 25 is screened in the next AnimeNYC event.
