I doubt the language matters as long as they provide the anime legally in India. Most people in south india and east india can't even speak hindi, according to the last census there were over 170+ spoken languages. Hindi may be the national language and the most spoken language in the country but only 44% of the population speaks it. If disney+ goes forward with dubbing then they'll have to expand it to tamil, telugu, marathi and punjabi dubs too. Because that's how the TV channels have done it over the years, or else they won't have reached to even half of the country's people.

That is an excellent point. A dub in one Indian language can't really cater to all fans. But considering not all of the population can read subs either, Hindi dubs are a good start.
Disney already has dubs of a lot of of children's' anime (Pokemon, Shin-chan, etc.) in Tamil, Telegu, Bengali and some other languages. So if the Hindi dubs get a good response from viewers, they will probably make regional language dubs of Shonen, Seinen, and Shoujo titles too.
