From what I remember this movie had almost nothing to do with City Hunter at all.

It’s a rather unusual film admittedly, and allegedly one of Chan’s least favorite films due to a combination of Chan disliking the rather crass humor and issues with the director Wong Jing (to the point the Jing made High Risk as a massive diss track towards Chan which implied he lied about doing his own stunts, which made Chan livid).

But come on, we all want to see the Street Fighter scene.

Nay, that was Korean City Hunter series. This one is loose adaptation, but still mostly following the same atmosphere as manga and keep the names.

The Accented Cinema channel discuss about Jackie Chan doing his stunts which reveals and explain that Jackie does his stunts but also have some stunts done by his stunt team(eg.any scene that shows his face is close up is done by him while much more difficult and dangerous stunts which are out of focus are done by his stunt team).

Oh so this is that movie. My childhood can't remember anything about the rest of the movie except for this scene. It was burned in my brain.
