As far as I know, Yen Press hasn't finished publishing the entire original manga--certainly not the final story arc.

I assumed that they where refusing to publishing anymore ryukishi07 stuff because it wasn't selling well enough
They published the last volume for rose guns days 5 years ago. It is possible that they didn't get the rights to season 4 with the rest of the series but it is super weird

Kind of bizzare for them to license a prequel all these years later but not Last Season

Last Season was published in the same magazine as this prequel, but a year later.
Since they're doing the prequel, I think there's a decent chance Last Season will follow.
Anyway, I'm surprised they're returning to Rose Gun Days at all after all these years, but better late than never.
In terms of Yen Press doing Ryukishi07 stuff, Higurashi Gou is getting omnibus volumes starting this summer which I'll gladly pick up. Personally, I also hope Yen Press decides to pick up the Higurashi Reiwa manga too, since that's been great.
