I sort of agree, though its hard to really explain exactly what the problem with the visuals is, (I mean, sure you can make an argument that, say, making the colour palette bright would improve it, but there are plenty of things with desaturated colour palettes which pull it off. Kind of makes me wonder how 2d anime like Texhnolyze or GITS get away with bleak scifi animation)...
Overall, I think a) they should've used the same shader for characters/props and for backgrounds/special effects and b) they should've used a better shader in general.
That said, I'm a sucker for childrens scifi, not including mecha type stuff and toy adverts... and there isn't really much of it, in the west or in anime. I was rewatching silversun recently and it was as good as/better than I remembered. I'm probably going to watch this
