Takahiro Kagami. I recommend you look up his episodes in Yu-Gi-Oh! Duel Monsters, which released in 2000. But this actually looks closer to Yu-Gi-Oh! The Dark Side of Dimensions, which he was the main designer and animator on back in 2016.
