I think Norio Wakamoto, and Rie Kugimiya still don't have any roles in Naruto, despite them being legendary at this point, and Naruto having so many characters.
Wakamoto also don't have any role in Bleach, and even though he was the main villain Ganzack in the very first One Piece anime ever, it is still crazy that he still haven't voiced anyone in the main series.
