There are a lot of great mangas rated for +13. Even more, every great manga I would reccommend would probably be for +13. These mangas are mostly more logical and real than the others, and the try to give something to the reader.
I can't guess what I could recommend. You mentioned your mother...Is for you or for her? And, exactly, what are you looking for? Critics agaisnt something, romances stories, magical stories from other worlds?

Well Ragnarok is pretty good, it's a fantasy like manga but theres probably lots of others too that others can recommend because I've only read a couple in those genres

Mixing Fantasy and Sci-Fi I believe that Escaflowne wouldn't be a bad chance. However,
Fantasy
Yuu Watase tends to do some fantasy mangas (usually mixed with love) for teens and older people. I find Ayashi no Ceres is actually really good. Note that Ayashi happens in our world. If you're looking for something happening into other world...You may like Fushigi Yugi, but I'm not sure at all. And you can also look for something of CLAMP, but as I don't like them, I won't recommend it.
Sci-Fi
Well, I know more of fantasy than Sci-Fi, hehe. I really can't help you at all with this.
Anyways, try The vision of Escaflowne.

I'll recomend DNAngel , it is a romance, comedy , fantesy that I'm sure that you'll love
It is about Daisuke Niwa an average ordinary kid at Azumano Jr. High then on his 14th birthday he turns into Dark, the great legendary phantom thief due to his emotions for love Harada Risu . Daisuke and Dark shares the same body but both have 100% different personality ...
I'll also recomand Lagoon Engine it is also a comedy , fantesy and a cute one too

Read the Evangelion Mangas. Nice Sci-Fi story.
Fantasy wise... Lodoss Mangas are decent. Not sure what their rating is.

Oh, I can help you with this one. Usually I like manga with 13+ rating more often, so I have a ton.
Dragon Knights is a fantasy, sometimes it's comedy as well, but starts to get rather dark after awhile. Very good.
Excel Saga is good, although somewhat lacking plot.
Pretear is great, and I think that might be All ages, correct me if I'm wrong.

Actually, neither Chobits, Hellsing, or Ceres are 13+. They're all 16+ or higher.

Well...If something is +16 it's either +13, xDDDDD.
In case that he/she wasn't looking for +16, I believe he/she would have specified so.

I don't ever, ever, ever look at the age rating. Is it all that important? Ok, I'm 44 & can buy anything, but a good story is a good story whether it's 7+ or 13+. My fav title is still Cardcaptor Sakura.
Fantasy-CCS, but I know it's a younger age rating.
InuYasha, but again, I think it's a younger age rating
Demon Diary-7 volumes, very cute.
Dragon Knights-I think it'll finally end next year. I've been reading this since Tokyo Pop launched their authentic manga line 2 yrs ago. Something like 20 volumes, so if you don't like long, don't buy.
Island-ok, more horror than fantasy, very violent, but very, very good. One of the heroes is a serial killer. Korean.
Vampire Game. Very cute. Vamp killed by King centuries ago is reincarnated as a wildcat & is looking for the reincarnation of the king that killed him.
Rebirth. Korean. Vamp tale seems to keep getting better, but it may be ongoing as they sem to keep adding volumes to the total. Vamp Deshwitat Rudebich is out to kill old buddy Kal who is going to destroy the world because Kal killed Desh's gal.
DNAngel- Daisuke turns into the master thief Dark (sparked by his feelings for his first love) chased by classmate Satosh who turns into Krad who both want to catch Dark
King of Hell. Korean. This one's up & down, but when it's good, it's very good. The first volume alone when the dying man flips off the grim reaper(I'm going to die anyway) is too funny. Majeh was an incredible warrior, but upon his death his adult body was sealed & he's been playing grim reaper in teen form, but some souls manage to escape from hell, so he has to fetch them. It's been Tourni for 3 or 4 volumes, though, so if you hate the whole martial arts tourni thing, skip it.
Dragon Hunter. Korean This one's up & down, but it can be very good.
Duck Prince. Ugly boy likes beautiful girl, but knows she'd never like him, gets hit by a car saving her dog which is actually a magical prince so he grants the boy 1 wish so the boy wishes to be reincarnated beautiful & next he knows it's a year later-he's been comatose in the hospital during which time his body's undergrown an incredible growth spurt. The bandages come off & he's beautiful
Samurai Deeper Kyo. LONG-like 25 volumes. Kenshin meets Inuyasha(Samurai vs demons or something). We're about 10 volumes in & we've established Kyo & Kyoshiro are sharing the same body. They're currently in a cursed forest fighting a group od special-powered people all looking for Kyo's body-Kyo wants his own body obviously while the others want to resurrect Nobunaga into it. It is cool.
Saiyuki. Yeah! Journey to the West is probably best known to western audiences thru DBZ, but this one is pretty boys out to save the world fighting the revival of Gyumaoh(Ox King). So many bishies, one can't choose a fav.
GetBackers. LONG & ongoing.(like 265 volumes) yaoi warnings. one character is a guy, but the anime marketed him as a chick & he appears to have a boyfriend. He isn't a main character, though. This one reminds me of X-Men, only much cooler. A bunch of special-powered 18-22 yr olds adventuring. Ban, possessing the evil eye(ability to create 1 minute long illusions) & snakebite(super-strong grip) & Ginji, who can create & conduct vast amounts of electricity thru his body, will get back things people can't or won't go to the law to retreive--they just never have any money. Akabane is the coolest psycho killer in a manga since Descendants of Darkness's Muraki--he produces scalpals from his body which he's quite good at killing with. Shido can control animals & mimic their abilities.
Sorcerer Hunterws. I love Satoru Akahori. He's very pervy, but funny as anything & this is his best for my money. Saber Marionette is more sci-fi-robot girls on another planet.
