I just realized the previous season isn’t dubbed yet. I wonder what the hold up is.

Bushiroad rarely communicates that kind of information. It would not be the first time this franchise had one of its dubs unceremoniously cancelled. Though, this would be one of the more egregious cases as there's just 15 episodes of Divinez left vs. the 32 episodes of Legion Mate and the 25 episodes of IF (not that the latter was really necessary anyway).
The pessimist in me does wonder if Bushiroad might just be done with dubbing Vanguard in general. They announced that the TCG is going to for simultaneous Japanese/English releases starting next year. Once the anime went seasonal, they kind of used the dub to more closely promote the English launches. On the flip side, I guess it's also possible they might try a simuldub. Buddyfight was like that and pre-COVID/seasonal Vanguard the dub was about a month behind.
