The North American Collector's Edition is half-scale and costs $99.99. The Japanese Collector's Edition that's sold at the Japanese Konami Style site is the one that's full-scale, but it costs approximately $245.

When I saw the pic of the arm a week or so ago, I knew I'd definitely want one. I hope we get it in the US, but I was thinking it'd be around $150...

It was available to preorder on Amazon very briefly on the 9th, but quickly sold out. As far as I know, no other NA retailers have had it available to preorder yet.
